1301 Liberty Street was open as a saloon as early as 1918. Rudolph Stumm was the proprietor, and he lived above the bar with his wife Augusta. The Stumm's managed to remain in possession of their home and business through the Prohibition years, and Rudolph Stumm is listed as the proprietor of the tavern in the 1940 Camden City Directory.

Rudolph Stumm was born in Germany around 1879. A baker by trade, he came to America in 1894. By 1906 he had married, and with is wife Augusta had two daughters, Hilda and Elsa. He was then living at 629 North 9th Street. Sometime after the compilation of the 1910 Camden City Directory, Rudolph Stumm acquired the bar at 1201 Liberty Street. He is listed at that address in the 1914 Directory. Rudolph Stumm passed away prior to the compilation of the 1943 Camden City Directory. His widow, Mrs. Augusta Stumm is listed in the 1943 and 1947 as the owner of the establishment.

1201 Liberty Street remained open as a bar through the 1950s, 1960s, and 1970s. The bar does not appear in the New jersey Bell Telephone Directories in these years, however.

By 1983 the building was known as the Aquarius Lounge, and was owned by Douglas J. Bryant, an African-American gentleman known popularly as Mr. Wiggles. He drew his name from his days as a dancer. The Aquarius, or Mr. Wiggles' as it is more popularly known, was still a fixture at Louis & Liberty as of the fall of 2003. Douglas J. Bryant passed away on March 4, 2004.
